What is the point of repealing Obamacare if the fed govt is giving away Waivers galore!?

There is no point in trying to repeal Obamacare if everyone can just get a waiver for any reason. Besides it would be nice to make Liberals feel like they won even thought everyone will have Obamacare waivers!
