If Lou ends up staying a family dog in "Cats & Dogs", why is he an agent in the sequel?

at the end of "Cats and Dogs" he changed his mind about being an agent and just stay being a housepet. but in "Cats and Dogs: The Revenge of Kitty Galore", he's one of the higher-up agents. makes no sense at all.
